Collin County Community College District Chapter

ARTICLE I: Name

The name of the organization is the National Technical Honor Society, Collin County Community College Chapter of Collin County Community College District.

ARTICLE II: Objective, Aims or Purpose

It shall be the purpose of the National Technical Honor Society

  • to promote the ideals of honesty, service, leadership, and skill development among America's future workforce;

  • to reward scholastic achievement in career and technical education;

  • to assist Society members in their pursuit of career and educational goals;

  • To help to build and maintain a stronger, more positive image for career and technical students, programs and schools in the local community and throughout the nation;

  • to encourage the practice of high standards of personal and professional conduct and individual responsibility among the membership;

  • to advance the growth and ideals of the Society throughout Collin County Community College and the surrounding communities.

ARTICLE III: Membership and Eligibility Criteria

SECTION A:
Membership is open to any enrolled CCCCD student who:

  1. Is enrolled in a workforce education program or major;

  2. Maintains a GPA of 3.0 or better;

  3. Is enrolled in a minimum of six (6) credit hours at Collin County Community College and/or is an alumni member up to one year following graduation;

  4. Has submitted two (2) recommendations from professional references, faculty and/or staff; and

  5. Has paid the current one-time, non-refundable enrollment fee (payable to the National Organization) established by the National Board of Directors.

SECTION B:
Dues and collection procedures

  1. The fiscal year of the organization shall be from April 30 to May 1.

  2. The amount of annual dues shall be determined each year by the National Board of Directors.

ARTICLE IV: Voting

SECTION A:
A quorum will be two-thirds (2/3) of the membership for general business meetings. A majority of the Executive Committee shall constitute a quorum at any duly called meeting in order to conduct any organizational business.

SECTION B:
Each member in good standing may vote.

SECTION C:
Proxy voting is allowed by the following process: Through letters or emails sent to an Advisor or officer before the next general meeting.

ARTICLE V: Officers

SECTION A:
The National Technical Honor Society shall have a President, Vice President, Secretary and/or Treasurer, and Advisor(s). These Officers and Advisors comprise the Executive Committee or Board.

SECTION B:
All officers must be members of National Technical Honor Society in good standing. Officers must maintain a minimum cumulative 3.0* GPA and maintain a minimum of six (6)* credit hours each fall and spring semester. Officers may, however, be an alumni member who graduates after the official annual induction ceremony.

SECTION C:
The term of office shall be from May 1 to April 30. An officer may serve for only one consecutive term.

SECTION D:
Election of officers will be held annually during the membership induction ceremony. Nominations will be submitted at least one week before the induction ceremony and then presented to the membership for voting. Elections will take place by a show of hands.

SECTION E:
Any officer can be removed by a two-thirds vote of the executive board for not fulfilling their duties or violating college policies and procedures. Any officer removed may appeal this ruling to the general membership. Said officer shall be reinstated with two-thirds approval of the general membership present at the next general meeting.

SECTION F:
Any officer vacancy shall be filled by appointment of the Executive Board pending ratification at the next general business meeting.

ARTICLE VI: Officers

SECTION A:
The president of the local chapter shall cooperate with the chapter advisor, the administrative head of the institution, and with the chapter executive committee to supervise the local chapter, determine policy and conduct the general activities of the chapter. The president will preside at all meetings, appoint committees and shall represent the chapter at official organization gatherings.

SECTION B:
The vice-president shall serve in the president's absence, act as general assistant to the chapter president and chair the executive committee.

SECTION C:
The chapter secretary shall report the names and titles of the newly elected offices to the National Office following the annual election and shall keep all chapter records, minutes and carry on the correspondence of the local chapter.

SECTION D:
The treasurer shall have general charge of the finances of the local chapter under the supervision and approval of the local school administration and the advisor. All financial transactions must comply with the local school policy. The offices of secretary and treasurer may be combined as secretary-treasurer at the discretion of the membership.

SECTION E:
The advisor(s) will assist officers in executing their roles and responsibilities, approve any financial withdrawals from the organization's agency account, ensure plans for any activity conform to college policies and procedures, provide feedback to the organization regarding its operation, serve as a mentor and resource, provide advice upon request and share knowledge, expertise, and experience with the group, and be a nonvoting member of the organization.

ARTICLE VII: Committee Structure

SECTION A:
Committee Identification and Appointment
The following committees (other than the executive board) shall be appointed by the President subject to ratification by the organization during a regular business meeting:

Any temporary committees deemed necessary by the executive committee.

ARTICLE VIII: Meetings

SECTION A:
There shall be a minimum of three (3) meetings per year. They shall consist of an organizational meeting, an informative meeting for prospective members, and the induction ceremony.

SECTION B:
The Executive Committee shall meet a minimum of once a semester to discuss the current year's direction.

SECTION C:
Special called meetings or meetings for social activities must be approved by the advisor and school administration and should be properly supervised. The membership shall be advised of these meetings per email or regular mail notifications.

SECTION D:
At least fourteen (14) days notice shall be given prior to each regularly scheduled general or executive board meeting.

SECTION E:
Special or emergency meetings may be called with no less than two (2) days notice by the executive board.

SECTION F:
All meetings shall include the order of business and approval of the minutes.

ARTICLE IX: Constitutional Amendments

SECTION A:
The Bylaws of the National Technical Honor Society, Collin County Community College Chapter, may be amended or altered by the membership at any of its regular or called meetings by a two-third (2/3) majority vote of the members present.

SECTION B:
Once approved by the membership, the Director of Student Life and CCCCD Administration must also approve the constitutional amendment prior to it going into effect.

ARTICLE X: Dissolution

SECTION A:
If National Technical Honor Society is inactive for twenty-four (24) consecutive months, the group will be dissolved.

SECTION B:
Any remaining organizational funds shall be donated to the CCCCD Foundation, Inc. for general scholarship purposes.

ARTICLE XI: Parliamentary Procedure

SECTION A:
Robert's Rules of Order Revised shall be followed by the organization in all cases involving parliamentary procedure when it does not conflict with the constitution.

SECTION B:
The rules may be suspended by two-thirds vote of the membership present at a meeting.
